Bill Porter was the manager of Grantville's power plant. After the Ring of Fire, he was appointed by Mike Stearns' cabinet in the town's emergency committee. He was given the position of joint-manager of the town's power and energy situation, a position he shared with Quentin Underwood.
Porter's family did not come through the Ring of Fire. Their home was outside of Grantville, and past the Ring's three-mile radius, a fact Porter learned to his horror within a matter of hours. Thus, Porter was relatively adrift within the community.
