Max Jungers was a German tough and would-be pimp in Jena. He'd given trouble to other prostitutes in town, including Mathilde and her family.
Jungers was present when the Americans and their allies from Grantville arrived to help defend Jena from a company of Catholic mercenaries. He saw Jeff Higgins and Gretchen Richter, and decided to attack Gretchen. When he confronted Gretchen, she shot him dead. The local constabulary demanded an investigation, but were rebuffed by Michael Stearns and the returning American army, who criticized the Town Watch and town leaders for allowing scoundrels like Max Jungers to run rampant in Jena.
